Quadra Island Futures: Community Voices & Economic Diversification is a collaborative initiative led by the Discovery Islands Chamber of Commerce. This project brings together local leadership, funders, and community partners to support a resilient, inclusive, and diversified economy on Quadra Island.

Discovery Islands Chamber of Commerce

The Discovery Islands Chamber of Commerce is the project lead and website owner. The Chamber represents local businesses and community organizations, advocates for a healthy local economy, and convenes partners around shared priorities for Discovery Islands' future.

Funding and Supporting Partners

1- Province of British Columbia – Rural Economic Diversification and Infrastructure Program (REDIP)

The Province of British Columbia, through the REDIP – Economic Capacity stream, provides core funding for the Quadra Island Economic Diversification Project. This support makes it possible to carry out community engagement, research, and planning that reflect local needs and priorities on Quadra Island.

2- Island Coastal Economic Trust

Island Coastal Economic Trust (ICET) supports locally driven economic development initiatives across Vancouver Island and the coastal region. ICET funding helps turn community-identified priorities on Quadra into concrete strategies and projects that strengthen the local economy and quality of life.

3- Quadra Island Foundation

The Quadra Island Foundation is a community foundation dedicated to strengthening Quadra's social, cultural, environmental, and economic well-being. The Foundation's support for this project reflects its commitment to long-term community resilience and locally informed decision-making.

Community and Governance Partner

We Wai Kai First Nation

The Quadra Island Economic Diversification Project is carried out with deep respect for the traditional, ancestral, and unceded territory of the We Wai Kai First Nation. We Wai Kai's ongoing stewardship of these lands and waters, and their leadership in community and economic development, are central to any conversation about Quadra's future. This project seeks to align with and support We Wai Kai priorities and to build stronger relationships over time.

Project Team

Carol Ann Terreberry

Carol Ann Terreberry is a seasoned finance and hospitality leader with three decades of experience in hotel management, budgeting, and strategic operations. Known for mentorship, integrity, and results, she has guided teams across Canada and the U.S. while contributing extensively to tourism boards and community organizations.

Carol Perry

Carol Perry has lived on Quadra Island for 20 years. It is here she followed her simple dream of operating a small farm and guest house.  Her business, Island Bliss Farm, has been Biosphere Certified since 2022 and follows zero waste and circular economy practises.  She has been a member of the DICC for 18 years and Treasurer since 2024 

Tina Oswald

Tina Oswald; Retired Financial Advisor/ Mortgage Broker Bringing 40 years local financial experience.
 Tina is a long time Quadra Island Resident, with a history of community involvement. OCP participant for Q Cove Village Plan ,Successful Developer of small 8 lot strata development (Tina town) Currently also active with: Discovery Island Chamber - director
APC advisory committee(SRD), NEPP and ESS volunteer, HBI shareholder and board member .
Tina is committed to seeing Quadra grow in a positive sustainable way, with concerns about infrastructure. Very passionate about helping people plan and afford home ownership, by using available tax tools, including teaching about growing net worth thru investment.

Jennifer Banks-Doll

Economic Diversification Coordinator

Dr. Farhad Moghimehfar Project Consultant

Farhad is the project consultant for the Quadra Island Economic Diversification Project. He is the BC Regional Innovation Chair in Tourism and Sustainable Rural Development at Vancouver Island University and has extensive experience working with rural communities on tourism, outdoor recreation, and economic diversification. Farhad leads the design of the research, survey and workshop analysis, and the development of the Economic Diversification Roadmap.
